WhatsApp AI agents for business in 2026: rules and costs

What changed on the WhatsApp Business Platform this year, what a WhatsApp AI agent costs to run, and how to build one that Meta allows.

Short answer: a business can still run an AI agent on its own WhatsApp number to answer its own customers, take bookings and qualify leads. Two things changed in 2026: general-purpose AI chatbots are restricted on the platform, and from 1 October 2026 Meta charges for service replies that used to be free.

What changed in 2026

DateChange
1 October 2026Service messages, the replies a business sends inside the 24-hour window after a customer writes, became billable per message. They had been free since 1 November 2024. Utility messages sent inside that window also became billable.
1 August 2026Replies from Meta Business Agent, Meta's own AI, became billable per token.
15 January 2026Meta's terms limited general-purpose AI assistants on the platform to markets where Meta is legally required to allow them. Business-specific agents are not affected.

What is allowed

  • An AI agent that answers questions about your products, services, prices and opening hours.
  • Taking bookings, qualifying leads and handing the conversation to a person.
  • Order status, appointment reminders and follow-ups using approved message templates.

What is restricted is offering a general-purpose assistant, an "ask me anything" chatbot, as the product itself. Replies still only go out inside the 24-hour window after the customer writes, unless you use an approved template.

What it costs to run

  • Meta message fees: charged per message, at rates that depend on the message category and the customer's country. Messages customers send you are not charged.
  • AI model usage: billed by your AI provider (OpenAI, Anthropic, Google) per token. With your own AI model, Meta charges only for delivering the message.
  • Hosting and automation: for example an n8n plan or server, plus a WhatsApp Business Solution Provider fee if you use one.
  • Build: see our AI agent cost guide for typical ranges.

Since service replies now cost money, a good agent answers in one complete message instead of three short ones, and hands over to a person when it cannot help.

How we build WhatsApp AI agents

  1. Agree the jobs the agent does, and the moments it hands over to your team.
  2. Connect it to your real data: services, prices, calendar and CRM.
  3. Keep a log of every conversation so you can review what the AI said.
  4. Add a payment method in Meta Business Manager before launch, since service messages now require one.
  5. Launch on one channel, measure, then expand.

The same pattern runs our AI Sales Assistant, which validates each request, answers from a live services sheet and logs every lead.

Is WhatsApp Business free?

The WhatsApp Business app is free. The WhatsApp Business Platform (API), which AI agents use, charges per message sent by the business, including service replies from 1 October 2026.

Can I use ChatGPT on WhatsApp for my business?

You can use an AI model such as GPT, Claude or Gemini to power an agent that serves your own customers. Offering a general-purpose AI assistant as the product is restricted by Meta's terms.

How long does a WhatsApp AI agent take to build?

A focused agent for one job, such as bookings or lead qualification, usually takes two to six weeks, including Meta setup, testing and launch.
